1. On a bowl, combine flour, butter, oil, and water.
2. Massage it until it forms into a dough. Put it on a chiller and rest it for 35 mins.
3. On a pan, sauté the garlic and onion then add the ground beef and star anise.
4. After 5 mins of sauteing, add the carrots, potato, and the bell pepper.
5. Add raisins, green peas, and the quail egg.
6. Season it with salt & pepper and EasyPro® Premium Soy Garlic Sauce, then let it cool down.
7. Cut the dough into small pieces and roll it using a rolling pin. Add the beef mixture then seal it.
8. Fry it until crispy and golden brown.
